The problem with a "non friend" trying to report a profile such as this profile is that I have nothing to base my complaint on except what you tell me. Anyone looking at my complaint could easily see that I am not a friend of the profile and then could ask, "how do you know the person is breaking the rules?" I did what I could by reporting it as spam, I hope it helps.
